Mr Cockburn was appointed as the Certification Officer on first August 2001 and re-appointed for further 3 year periods in 2004 and 2007. He is a solicitor who previously worked in private practice for 29 years after having graduated from the London School of Economics with a masters degree in industrial relations. He is a part-time Employment Judge, the Chairman of the Code Compliance Panel of PhonepayPlus (the premium rate service regulator) and a Visiting Professor at the Middlesex University Business School. He has chaired the Industrial Law Society (ILS) the Employment Lawyers Association (ELA) and the Employment Law Committee of the Law Society.
